SUPERVISOR'S MESSAGE

posted October 25, 2025

The question is about contention between the Town Government and various entities.  The process to bring all the groups mentioned back to a strong constructive working relationship is already underway. Answers in order:

The Highway department is doing much better under our new highway superintendent.  Sean Parslow is getting things back to normal using his job experience in the military to our benefit.  The change is good for Lima.  Initial contract negotiations with the Teamsters representing the 4 highway workers are ongoing.  Once they are completed, we will be back to a steady state.  There is no way to predict how long it will take to reach a deal.  The relationship there may seem contentious until the negotiations are completed.

The Ambulance is a unit of the Village Government, not the Town.  The current paid per diem staff controversy needs a plan signed off on by the Village Government for the Town to consider.  There is currently no plan.  We are stalled until there is one.  $141k of taxpayer funds needs a good plan.  Regardless, the Town will still be sending $20,402.25 to the Village for Ambulance Services in 2026.  That amount is the 3rd year payment of a 3-year contract.

The Library budget is currently set for $209,191.00 for 2026. The library board is working hard to keep the library viable.  We need more people coming in to use the facility.  Ebooks are very popular, but you can reserve them using your phone.  The Town has a large investment in the Library facility with a new insulated roof in 2019, energy saving measures this year and new carpet and paint inside.  Stop in and take a look.  Find out what the library can do for you and how you can support them.  Meeting your group of people?  You can book the Scutt room to use.  It is up to the public to use the facility.  We have a made a great space, invested the public's money - now it has to get utilized.

PAST SUPERVISOR'S MESSAGE

posted October 23, 2025

Hello Lima, This supervisor's post is to answer a few questions and clear up some misconceptions.  The cost of the proposed paid per diem Ambulance staff is $141,000.00.  That is 2 people covering the 5 weekday shifts 6am to 6pm.    The proposal was to collect $25,000.00 from the Village and $25,000.00 from the Town.  The balance comes from some mysterious pot of taxpayer money that the Ambulance has.  There is no written plan with a start and end date, no metrics to measure success against, no follow-on actions based on results.  At the last Town Board meeting John Wadach said we could try this for a year and see what the results are.  Sound advice.  But without a written plan signed and agreed to by all the parties, it is just digging a hole and throwing away $141k.
